21、According to the latest Highway Code(公路法), insurance companies rather than individuals will be liable(有责任的)for claims if self-driving cars are involved in crashes, the Department for Transport(DfT)said.
However, the update to the Code will make it clear that drivers must be ready to take back control of vehicles when needed. While the DfT also plans to allow drivers to watch TV and films on built-in screens while using self-driving cars, it will still be illegal to use a mobile phone. These measures are temporary by the government to support the early deployment(部署)of self-driving vehicles.
There are currently no vehicles approved for self-driving on UK roads but the first models could be given the green light later this year. It comes a year after the DfT announced it would allow hands-free driving in vehicles with lane-keeping technology on congested motorways. While many cars already have “assistive” technology, drivers must remain fully in control.
Transport minister Trudy Harrison said updating the Highway Code will be a “major milestone in our safe introduction of self-driving vehicles, making our future journeys greener, safer and more reliable. ” She added: “In doing so, we can help improve travel for all while promoting economic growth across the nation. ”The DfT believes that the development of self-driving vehicles could create around 38,000 new jobs in Britain and be worth £41.7 billion to the economy by 2035.
Steve Gooding, director of motoring research charity the RAC Foundation, said driverless cars “promise a future where death and injury on our roads are cut significantly” but there is likely to be a “long period of transition(过渡期)” while drivers accept “much of the responsibility for what happens”.

22、 “New and improved. “These words are put in so many marketing campaigns that we tend to accept them as linked. But many new drugs aren’t an improvement over the best existing drug for a given condition, and the fast drug-approval processes in recent years have added to the uncertainty about their advantages.
A recent report in the British Medical Journal, “New Drugs: Where Did We Go Wrong and What Can We Do Better? “Analyzed the issue. The authors looked at 216 drugs approved between 2011 and 2017:152 were newly developed, and 64 were existing medicine approved for new uses. Only 25%offered a major advantage over the established treatment, and fully 58%had no confirmed added benefit to reduce symptoms or improve health-related quality of life.
“This doesn’t mean there’s no added benefit, “lead author Wissler said. “It just means we have no positive proof. Either we have no studies or have studies not good enough. “Wissler and her co-authors work for a German institute which evaluates new treatments and advises on whether the country’s health care system should pay a premium(补贴)for them. Such organizations, known as health technology assessment(HTA)agencies, work a little differently in the US, says Sean Tunisia researcher in Baltimore: “If payers think a new drug isn’t better than an existing drug, these agencies will require that hospitals try the cheaper drug first.”
Germanys HTA demands trials to prove that a new treatment beats the existing standard. This isn’t always practical. For one thing, such studies can be expensive and time-consuming, with no guarantee of success. Secondly, it can discourage companies from attempting to develop new alternatives. This is already happening. Drug developers are increasingly focused on areas where there are no good treatments to compete with, such as rare diseases.
This lack of meaningful data to guide patients is a major point of Wissler’s paper. With accelerated approval, there are more products approved, with a greater amount of uncertainty about risks and benefits. But there are other solutions besides drug trials. One idea is to require postmarked studies to track the effectiveness of newly approved drugs—a step too often neglected.
【1】What message does the recent report convey?
A.Improved drugs have advantages over old ones.
B.Many new drugs have no improved advantages.
C.Before 2017 no improvement was made to drugs.
D.The approval processes for new drugs are too fast.
【2】What will US HTA agencies do when no advantage is found in new drugs?
A.Get hospitals to use the cheaper drugs.
B.Remove government premium on them.
C.Arrange financial support for the patients.
D.Put new drugs on further trials and studies.
【3】What’s the disadvantage of Germany’s HTA trial demands?
A.Getting patients to depend on the government for support.
B.Making drug companies think of illegal ways to cut cost.
C.Holding companies back from improving existing drugs.
D.Pushing companies to try alternatives for existing drugs.
【4】What is the best title for the text?
A.The Advantage of Existing Drugs
B.A Dilemma with New Drug Alternatives
C.Misunderstanding of New and Old Drugs

23、Love to sink into your chairs and relax when you get to school? Then you will not be happy to hear that schools all over the world are seriously considering exchanging traditional desks for ones with no seats at all — Yes, that means you will be encouraged to stand through those already too long math and science lessons! Why would anyone even think of putting kids to such cruelty? Experts say it improves their health and helps fight obesity. While that may seem a little far-fetched (牵强的) the officials at the few schools around the world seem to agree.
Among them are educators from the College Station Independent School District in Texas, who recently completed a week-long experiment involving 480 students across three elementary schools. The 374 kids that agreed to participate in the study were provided a device that helped record step count and calorie consumption over the entire period.
All 25 teachers involved in the study reported that students appeared to be more alert and concentrate better, when allowed to stand. The one thing that did surprise the researchers was that younger kids were more willing to stay standing than kids in higher grades. They believe this may have something to do with the fact that after years of being asked to “sit still”, older kids have a harder time adjusting to this unexpected freedom.
American schools are not the only ones reporting success with stand-up desks. Four Catholic schools in Perth, Australia, which have been testing them since October 2013, have seen similar results. In May 2014, Grove House Primary School in Bradford, West Yorkshire, became Europe’s first test one, with a seven-week trial that involved the use of desks made by Ergotron in their fifth-grade classrooms. While official results are not out yet, early reactions from both teachers and students, have been extremely encouraging.
The findings of these studies and others done previously, all seem to mean that allowing kids to move around in classrooms is a win-win for students and teachers — it helps kids get healthier and provides educators with a more engaged audience.
