    After the fire, what now?

    Bishop Patrick Chauvet, Notre Dame (巴黎圣母院)’s manager, admitted that the famous building would close for “five to six years” as he spoke with local business owners Wednesday. He added that it was unclear what the church’s 67 employees would be doing in the future. French President Emmanuel Macron said Tuesday that he wanted the church rebuilt in five years.

    While tourists can’t go inside the site itself, the area still may prove popular to those paying their respects. Visitors are welcome to write messages of support in both the main and local city halls.

    The island that houses the church has been closed and the people there have been evacuated since the fire. Paris businessmen who depend on Notre Dame tourism are worried about the church’s future as well as their own.

    It seems rebuilding can begin, since firefighters put out the fire early Tuesday, more than 12 hours after nearly 400 firefighters had battled the flames that changed the city’s skyline. Two policemen and one firefighter were not badly injured, according to the Paris Fire Service.

    A large campaign to raise money already is underway to rebuild the church. Up to Wednesday, donations came to $1 billion.

  • 28、About 1,833 lives were lost in 2005 in Hurricane Katrina, one of the most terrifying storms in U.S. history. The government’s shortage of preparation and good measures to Katrina met with widespread criticism (批评), and the need for a more complete system to react to natural disasters appearing as one of the key lessons from the 2005 storm. The effect of Hurricane Maria on Puerto Rico in 2017 shows that these lessons have not been learned: The storm, which hit the island last September, made tens of thousands of Puerto Ricans homeless, left over a million people without electricity for several weeks, and caused about $90 billion in damages.

    A study published in the New England Journal of Medicine (NEJM) on May 29 says that the Puerto Rico deaths related to Hurricane Maria are at least 4,654, over 70 times the previous official number of 64. The death rate after the storm was 14.3 per 1,000 persons, a 62% increase from the official rate for the same period in 2016, researchers from the Harvard T.H. Chan School of Public Health found. “The shortage of medical care was the main cause of high death rates in the months after the hurricane,” the researchers wrote.

    There are three explanations for why so many people died after Hurricane Maria: the inactive action of the Federal Emergency Management Agency (FEMA), the poor health of Puerto Ricans before the storm, and the weak facilities and shortage of money for the health system before Maria’s striking the island. It is especially important to note that because modern medicine can treat people with chronic illnesses , the failure of a local health care system may be particularly threatening (威胁) to the post-disaster health of the affected population.

    Hurricane Maria and other recent disasters have shown the need for health systems becomes more and more important. Our government should take action!

  • 29、On June 7, 1195, a fiery spinning ball emerged from a dark cloud in the sunny sky close to the London city. An account of this extraordinary moment survives in a chronicle (编年史) between about 1180 and 1199 by Gervase. It would appear that this is the first credible record of ball lightning in England, and much more convincing than the earliest European description, which was believed to be from the 17th century.

    Historians discovered the account of what appears to be ball lightning while exploring Gervase’s records of natural events in his chronicle, a treasure of historical details giving insights into medieval culture. They dug through hundreds of pages in Latin and came across this sighting. Gervase’s records of natural events appear within the historical narrative, often with no opening statement, and the account of ball lightning is sandwiched between the events of the changing of kings at that time.

    No attempt is made to explain the “marvellous sign” in the sky seen near London. Readers are left to draw their own conclusions. But Gervase appears to have been a sharp-eyed observer and reporter of celestial (天空的) activity. His fanciful description of ball lightning is remarkably similar to modern reports.

    For a long time, ball lightning was regarded with skepticism. Although it is now generally accepted as a genuine phenomenon with thousands of reported sightings, there is still no accepted scientific explanation of its origin. Understanding the phenomenon has been blocked by an inability to reproduce the effect convincingly in the lab and partly because of the variations in eyewitness reports. Whatever the case, centuries later, Gervase’s record makes stimulating reading for modern scientists as well as historians.
